I do not at all like the arrangement as this clerkship ought to have been given by promotion to one of the clerical staff & it will be difficult to find a successor to Mr Bullock for the School. It is however difficult to upset the appointment, but it ought not to have been made without being separately submitted for approval, since by giving it to an Englishman the exchange compensation becomes worth over £208 that we should send forth a man from England with special qualifications for this Reformatory post & that he should then be transferred to a clerkship in the R. G. O. for which, from my personal observations, I should say he had more qualifications.
I should like to disapprove the appointment & make him go back to the Reformatory, but in that case I am afraid we ought to give him some compensation at over £200 to compensate him for the proposed secondary loss.
But if it is decided to approve his transfer, we must ask whether they propose to fill the post at the Reformatory by the selection of a local candidate or require another man from England otherwise.
